South Korea Lets 20 Robros Humanoids Work Without Safety Fences Beside Human Workers

South Korea approved a sandbox trial putting 20 humanoids beside human workers with no safety fences, across four companies, with results set to shape broader safety rules.

South Korea’s industry ministry approved the trial on October 13 under its regulatory sandbox. Twenty Robros humanoids will operate without safety fences beside human workers at Nepes (semiconductors), Sungwoo Hitech (auto parts), HD Hyundai Samho (shipbuilding) and Delivery Lab (logistics), with results to inform broader safety rule revisions. Hyundai’s union warned earlier this year of major job losses.

Norm's Take

Your next coworker has no badge, no union, and no safety fence.

Before you pilot humanoids beside your workers, plan:

  1. Regulators and labor at the same tableEngage both before deployment. Hyundai’s union has already warned of major job losses.
  2. A sandbox of your ownKorea is writing the template. Use trial results to shape the rules you will live under.
  3. Honest productivity expectationsUBTech’s Walker S2 reached only 30% to 50% of human productivity early in 2026.
